In 2021, 73,000 international patent applications were filed in China through the Patent Cooperation Treaty (PCT), Shen said. The PCT is a widely used metric for measuring innovative activity.

Last year, China also received 5,928 international trademark applications using the Madrid system and registered 13,000 IC layout designs. Both the high-value invention patent examination time and the average invention patent examination cycle have been shortened, Shen said.

In terms of IPR protection, the number of administrative decisions on patent infringement litigation increased by 17.4% in 2021. According to a 15-year plan (2021-2035) on the development of IPRs, China has set a clear goal of adding value from patent-intensive industries to 13% of GDP by 2025.
